Cause :
Issue occur due to files and folder are compressed and not fully permission to install the software.

Solution :
Regarding this issue you are requested to please uncompressed the folder for SQL SERVER (C:\Program Files or C:\Program Files (x86)).

For this please Right click on Microsoft SQL SERVER folder > Go to Properties > Click on Advanced..

            

Un-Check Compress contents to save disk space 

            

Un-Compress this folder and then Restart the system.

Now try to install the SQL SERVER in this system.
